Workforce Investment Act- National Emergency Grants (Formed Fiber Tech)

Award Description: On December 15, 2008, Formed Fiber Technologies of Auburn, ME announced they would temporarily lay off 292 workers. Of the 292 workers, 129 were recalled. On February 11, 2009 the Rapid Response Coordinator for the State of Maine received a letter stating that the remaining 163 workers would not be recalled. Formed Fiber Technologies manufactures foreign and domestic automotive trunk carpet inserts. The unforeseen circumstances affecting sales and production at Formed Fiber are the federal bailout funds for the automobile industry. This did not result in increased sales but rather sharp declines in automobile sales and an analysis showing automobile sales will be significantly lower the first half of 2009 when compared to the first half of 2008. Workers affected by this layoff will receive intensive retraining and support services. This grant award projects planned enrollment of 80 partiicipants.

Quarterly Activities Description: The unexpended balance of $96,089 resulted because the Formed Fiber NEG application was submitted 3/26/09 with a requested start date of 4/1/09, but the NEG was approved 8/31/09 with a start date of 7/1/09. The Trade petition was approved 2/1/10. After Trade was approved, training and most support services had to be paid with Trade funds, leaving unspent NEG funds allotted for training and supportive services. All vendor payments have been made and we anticipate no claims against the unexpended balance.
