For the first reporting period, which covered February 17, 2009 through September 30, 2009, the June 22, 2009 OMB guidelines were followed for FTE calculation. This allowed recipients to determine the start date when each ARRA program could have started and used that date to calculate the denominator in the FTE formula, which was not necessarily a standard 520 hours for all calculations.
