Community Development Block Grant is also known as the Small Cities CDBG program. States award grants to smaller units of general local government that carry out community development activities. Annually, each State develops funding priorities and criteria for selecting projects. These funds must ultimately benefit persons of low to moderate income as defined by the Department of Housing and Urban Development. This award is being used to make necessary upgrades to public sewer and water infrastructure and facilities in low income areas.
